Collaborative approach at a regional level marks a fresh methodology in operation.

In the heart of Neuss, Germany, the city's continuing education hub is facing a significant challenge. Two of its key colleges, the Theodor-Schwann-College and the Archbishop's Friedrich-Spee-College, have seen a decline in enrolment numbers.

The Theodor-Schwann-College, which traditionally attracts around 40% of its participants from Neuss, has struggled to maintain its numbers, with the 2022/2023 academic year seeing only 380 participants. This number falls short of the North Rhine-Westphalia regulation requiring a continuing education college to have at least 240 participants per academic year for long-term maintenance.

In an effort to secure the future of the continuing education hub, a joint solution involving the city, the district, and the archdiocese is being pursued. The city of Neuss is set to transfer the municipal Theodor-Schwann-College to the Rhein-Kreis Neuss, with the agreement specifying that it will remain within Neuss city limits.

The Rhein-Kreis Neuss is also in talks with the Archdiocese of Cologne about using the Paracelsusstraße location, currently housing the Friedrich-Spee-College, for the Theodor-Schwann-College. However, the Archdiocese of Cologne has announced that it will be giving up its sponsorship of the Friedrich-Spee-College as of February 1, 2024.

Current students of the Friedrich-Spee-College will be able to seamlessly continue and complete their studies at the Schwann-College. The Rhein-Kreis Neuss has not yet disclosed any plans about the future of the Friedrich-Spee-College.

The Rhein-Kreis Neuss is not planning to relocate the Theodor-Schwann-College outside of Neuss, ensuring that the city's continuing education hub will remain within its borders. The details of the agreement for the transfer of the Theodor-Schwann-College do not include any information about the future of the Friedrich-Spee-College.

As the city of Neuss and the Rhein-Kreis Neuss work to secure the future of the continuing education hub, the decline in enrolment at the colleges poses a significant challenge. The hope is that the joint solution will provide a sustainable path forward for the hub and its colleges.
