Staying optimistic, the new framework agreement could be inked by year-end. However, Sattler emphasized that the ball is in the court of the Ministry of Education, and the pace of discussions will only be set by them. "The clock is ticking, though, and there's still a long road ahead. It's doable but will require swift action if it's to be done by the end of the year."
