EU Digital Techno-Economic Study: Beyond Top 3 Regions Hold Strategic Importance
A comprehensive study has analysed the Digital Techno-Economic ecoSystem (DGTES) across 14 key industrial ecosystems in Europe, focusing on NUTS-3 regions. The research, based on the DGTES methodology, sheds light on strategically important regions in the global techno-economic ecosystem, particularly beyond the top three of Munich, Paris, and Madrid.
The study highlights the strategic importance of regions in the Nordic countries and knowledge-intensive service sectors, demonstrating high levels of technological integration. It also pinpoints nearly 6,500 research organisations concentrated around major global cities like Barcelona, Paris, and Berlin.
The presence of startups focusing on R&I activities in top EU regions signals opportunities for business and investment. The global top three strategic regions are München, Paris, and Madrid, while at the EU level, they are Paris, Madrid, and München. Some regions like Stockholm and Dresden show global strategic importance due to international co-patenting activities, while others like Brussels, Barcelona, Milan, and Zuidoost-Noord-Brabant are pivotal within the EU due to intra-EU project collaborations.
The intermediation indicator reveals which regions are vital nodes for knowledge exchange and collaboration in the global R&I ecosystem. The EU Startup and Scaleup Strategy, launched in May 2025, aims to foster Europe as a hub for launching and growing global technology-driven, innovative companies. Notably, regions like Erlagen in The Netherlands and Brussels-Hoofdstad in Belgium lack R&I startup presence, indicating potential for innovation and investment.
The study provides valuable insights into the EU's research and innovation (R&I) landscape, supporting policy initiatives and promoting competitiveness. It underscores the strategic importance of regions beyond the top three, encouraging investment and innovation in these global areas.
