International AI Education Initiative by UNESCO: Fostering Innovation in Public Sector across 31 Countries
Transforming Public Governance in the Digital Age:
As the world grapples with digital transformation, public institutions struggle to balance modernization with human rights, transparency, and inclusivity. Yet, many governments lack the digital competencies, infrastructure, and regulatory coherence needed to fully leverage artificial intelligence (AI) for public good.
Addressing this gap, UNESCO introduces its groundbreaking initiative: a comprehensive training program for AI integration in the public sector. This six-week international course, co-led by Prateek Sibal, Programme Specialist at UNESCO, and Dr. Sebastian Drosselmeier, concluded in February 2025, equipping 31 diverse countries' government officials with the know-how to harness AI's potential and transform public services.
A Comprehensive and Inclusive Learning Journey
Offering a multidisciplinary curriculum, UNESCO's training helps public officials understand AI's technical, ethical, and strategic dimensions. Key modules delve into:
- AI basics & best practices
- Service design & AI implementation
- AI governance & ethical frameworks
- Hands-on projects tailored to national contexts
International experts, including Dr. Miriam Stankovich, Dr. Ilaria Mariani, Dr. Helen Titilola Olojede, and Soizic Pénicaud, led these sessions, providing participants with a wide-ranging perspective on AI adoption.
Gender inclusion was at the forefront, with 55% of participants being women. The training also aimed for regional balance, with 45% of participants hailing from Africa, and the rest spanning Asia, Latin America, Europe, and the Middle East.
Impact and Feedback
Participants developed actionable strategies to drive change within their institutions, emerging with newfound understanding and anticipation to implement AI for better public services. One participant shared, "The hands-on exercises and real-world case studies demonstrated practical applications of AI in public services, and expert-led discussions provided valuable insights into ethical and efficient integration."
Legacy and Future Plans
The training builds upon the successful AI4Gov Master Programme, funded by the European Union and hosted at prestigious universities. UNESCO's Global AI Training expands this approach, offering a broader, more inclusive, and accessible program.
Enhanced by the EU's Global Gateway Initiative, the 2025 edition was free to selected participants, ensuring equitable access to high-quality learning.
UNESCO's broader AI in governance strategy, launched in 2021, includes ongoing developments such as a Global MOOC on digital transformation and AI, a repository of AI tools, and country-level and regional trainings in 2025.
Paving the Way for Responsible AI Governance
UNESCO's training emphasizes AI as an enabler of efficient, transparent, and inclusive governance. By championing ethical, human-centered AI implementation, governments can enhance public services, promote democracy, and ensure that no one is left behind in the digital age.
With this successful initiative under its belt, UNESCO continues to drive global efforts in democratizing AI, fostering resilient institutions, and shaping the future of ethical AI in governance.
