In the city of Bergisch Gladbach, parents like Martha von Fintel and Franziska Kemper are finding it difficult to enroll their children in planned daycare centers on Heideweg and Stockholmer Straße. Delayed or suspended new daycare construction projects and staff shortages have led to significant capacity shortfalls, leaving many families in a bind.

Melanie, a 32-year-old mother from Schneverdingen, had a confirmed kindergarten spot for Martha, but her application was rejected by the city administration due to a crying baby in the background during the conversation. Melanie is eager for Martha to build good social contacts with children of the same age.

Martha, who is three and a half years old and in the appropriate age group for kindergarten, and her friend Melina are often found climbing onto a high bed. For now, they are relying on each other for help as their respective families can only offer hourly or daily childcare assistance due to full-time work commitments.

From the age of three, Kita (Kindergarten) attendance is free of charge in Lower Saxony, until school enrollment. Every child in kindergarten age has a legal claim to a care offer in a daycare center for four hours on five weekdays, according to the Lower Saxony Ministry of Culture. However, the city is struggling to find staff for the new kindergartens, leaving many children on the waiting list.

There are currently 29 children on the city's waiting list for a nursery spot and 37 for the elementary area. Melanie, who is category B and feels annoyed because she has a legal claim to a kindergarten spot, is not assured of a 100% guarantee for a care spot.
